NORTH CAROLINA — A number of curfews were issued in the Coastal area as Hurricane Dorian made its move to North Carolina, though by Saturday, all had been lifted except for Dare County.

The only evacuation order that remained in place Saturday afternoon was for Dare County. Downed power lines and trees were creating dangerous conditions, with roads still impassable and widespread power outages. Access into Dare County will remain restricted until preliminary assessments had been done to determine conditions.
The curfew that was in place in Atlantic Beach has been lifted, and Duke Energy has restored power.
In Emerald Isle, where a tornado touched down Thursday and destroyed a mobile-home park, a curfew was lifted Friday, and access to the island via the bridge was also opened.
Earlier
Leland Mayor Brenda Bozeman has lifted the Town-wide State of Emergency declaration, effective 5 p.m. today (Friday). The State of Emergency was declared at noon on Wednesday, Sept. 4 in response to the potential impacts from Hurricane Dorian.
The Village of Bald Head Island is currently under a State of Emergency and has amended its proclamation to include a voluntary evacuation and a curfew from 10:00 p.m. to 7:00 a.m. on September 7, 2019.
The Coast Guard Captain of the Port for North Carolina opened the Port of Wilmington with restrictions on Friday afternoon.
The Port of Wilmington is open to all traffic, but is restricted to daylight hours only.
The mayor has lifted the curfew in Atlantic Beach. Duke Energy has restored power throughout Town and it is expected shortly for CCEMC customers as well.
The mandatory evacuation for Dare County remains in place due to hazardous conditions, including downed power lines and trees, impassable roadways and widespread power outages.

ATLANTIC BEACH
Due to the most recent predictions related to the arrival of Hurricane Dorian, citizens and visitors should plan to be in a safe location and sheltered by Thursday evening September 5, 2019. Effective 7:00 PM on Thursday, access to Atlantic Beach will be restricted until further notice. The Town of Atlantic Beach will enact a town wide curfew effective 7:00 p.m. on Thursday, September 5, 2019. Only essential personnel (Police, Fire, EMS, etc.) will be permitted on public roadways. During the curfew, it is illegal for anyone to leave their own property and travel anywhere within Atlantic Beach. The curfew will remain in effect until further notice.
BALD HEAD ISLAND
The Village of Bald Head Island is currently under a State of Emergency and a mandatory evacuation was issued by executive order of the Governor of North Carolina yesterday afternoon which was effective at 8:00 a.m. Wednesday.
BOILING SPRINGS LAKE
A city-wide curfew is in effect from 7 p.m. to 7 a.m. on Wednesday, September 4 and Thursday, September 5.
CAROLINA BEACH
In preparation for Hurricane Dorian a mandatory evacuation went into effect today at 8 a.m. Residents and visitors should evacuate and be in a safe location before 8 a.m. Thursday.
CARTERET COUNTY
In Carteret County, residents located within the unincorporated areas of the county are subject to a curfew that requires them to remain indoors from dusk to dawn Thursday.
CASWELL BEACH
A curfew is in effect from Wednesday, September 4 through Saturday, September 7. The curfew hours are between 8 p.m. until 6 a.m.
EMERALD ISLE
Effective 7:00 PM on Thursday Sept. 5, 2019, the Town of Emerald Isle will enact a town wide curfew. Only essential personnel (Police, Fire, EMS, etc.) will be permitted on public roadways. During the curfew, it is illegal for anyone to leave their own property and travel anywhere within Emerald Isle. The curfew will remain in effect until Town officials deem conditions to be safe.
GREENVILLE
The city of Greenville is enacting a curfew overnight from 10 p.m. on Thursday until 6 a.m. on Friday. The city will continue to monitor the storm and is likely to extend the curfew.
HAVELOCK
The city of Havelock has issued a curfew that will go into effect Thursday evening from 9 p.m. until Friday at noon. Citizens are being told to stay off the roads at this time.
JONES COUNTY
A county-wide, mandatory curfew is active from 8 p.m. Thursday until 8 a.m. Friday. Residents are urged to stay inside during the storm so first responders and law enforcement can serve others during an emergency
MOREHEAD CITY
A town-wide curfew is in effect in Morehead City beginning 7 p.m. Thursday until further notice.
ONSLOW COUNTY
Officials are issuing a curfew to go in effect from 7 p.m. Thursday until 9 a.m. Friday. The time frame could be extended if deemed necessary. With the exception of businesses or establishments that provide emergency services, all offices are strongly encouraged to be closed.
SWANSBORO
Due to expected conditions during and following Hurricane Dorian, the Town of Swansboro will have in effect a curfew from 3:00 pm on Thursday, September 5, 2019 until 8:00 am Saturday, September 7, 2019. The curfew restricts the public appearance of any person other than law enforcement and emergency services personnel within the geographic boundaries of Swansboro except for NC Highway 24.
SOUTHPORT
The City of Southport has enacted a curfew at noon Thursday until further notice.
