ROCHESTER, N.Y. — Rochester police are working around the clock to try and solve an unprecedented number of homicide cases.

The RPD, along with U.S. Marshals, tracked down two homicide suspects in East Rochester late Sunday night and early Monday morning. Police say Ronald and Donald Brown, both 47, were taken into custody and have been charged with second-degree murder in the death of Armani Allen, 24. According to authorities, Allen was shot, stabbed and beaten to death outside the RTS bus station on St. Paul Street in Rochester on Friday.

This latest incident comes after Friday's announcement by Rochester Mayor Lovely warren where she declared a state of emergency because of the record-breaking violence. Four people were shot and killed over the weekend, bringing the total number of homicides in 2021 to 75.

Sunday evening, Steven Owens, 64, was arrested for the murder of his 34-year-old son, Malcolm Owens, police say. According to investigators, Steven is also charged for the assault of another victim he shot in the confrontation at his home on Pioneer Street on Saturday. He will be arraigned in Rochester City Court on Monday.

Police say Stephen Morgan, 38, of Rochester, was killed after a shooting in the parking lot of a lounge on West Avenue late Friday night. Another shooting took place near the Black Bear Pub on West Ridge Road around 2 a.m. Saturday morning. A man in his 30s died at the scene, authorities say.

Late Saturday night, Rochester police say another man in his 30s was shot by Athens and Harris streets. He later died at Strong Memorial Hospital. Police say they are still looking for suspects in this case.

The violence is having an impact on neighbors.

"I saw the family members as they were screaming and coming to the scene," said Yvette Singletary of Rochester. "I could not comfort them because my house is a crime scene. We need to get this crime under control in Rochester, New York. It's going to take more than a promise to do so."

Mayor Lovely Warren says the goal of the state of emergency is to remove violent offenders from neighborhoods. More state troopers will be provided to help local law enforcement and the U.S. Marshalls. Warren also asked for more state and county funding for mental health and violence disruption services.

The mayor says residents also need to step up to protect neighborhoods by calling 911 if they see something.
