Treyvan Rowe's mother has filed paperwork in a step toward a potential lawsuit against the City of Rochester and the Rochester City School District following her son's death.

The City of Rochester announced that it has received a notice of claim.

The attorney for Carrie Houston says a notice is also being filed against the Rochester City School District, paving the way for an eventual civil suit against both the district and the city.

Rowe wandered away from School 12 back on March 8th without being noticed. His body was found in the Genesee River three days later.

Three RCSD staff members were placed on leave after it was discovered that Rowe was marked present on the day of his disappearance.

According to officials, some employees later tried to alter attendance records as the investigation unfolded.

Rochester City School Superintendent Barbara Deane-Williams revealed that 5 school staff members were deployed to greet students on March 8th. None noticed Rowe exit the school bus and walk in the opposite direction of the school.

According to Rochester Mayor Lovely Warren, officials determined that 911 dispatchers failed to follow protocol after receiving calls about a person on a bridge. In total, six 911 employees were placed on administrative leave.

“It is important for us to let everyone know what happened in this situation, and it’s not something you can sugarcoat. As a mom, I take it very, very personally that a child lost his life. We put our children on the bus, they go to school, and we expect for them to come home safely. In this case, that did not happen,” said Warren.
