EVERMAN, Texas — A Tarrant County, Texas, grand jury has indicted Cindy Rodriguez-Singh on capital murder and other charges, police announced Monday. She is the mother of 6-year-old Noel Rodriguez-Alvarez, who went missing last year and is presumed dead.

Rodriquez-Singh, who fled the country, is additionally charged with two counts of injury to a child and abandoning without intent to return.

Noel disappeared in 2022 but was not reported missing until March 2023. An unknown caller requested a wellness check from the Department of Family Protective Services for the 6-year-old. 

Everman police visited the home of Rodriguez-Singh. She informed authorities that the child was living in Mexico with his biological father. Police quickly determined that was not the case. Noel’s biological father was tracked down in Mexico. He said he did not have custody of the child and, in fact, had never met him because he had been deported.

On March 25, an Amber Alert was issued for Noel. Authorities learned Rodriguez-Singh, her husband and six children boarded a flight from DFW International Airport to Istanbul, with their destination being India. Noel was not on the flight manifest.

Police announced in late March that the disappearance of Noel had turned into a death investigation, but to date he has not been found. 

“These indictments will significantly support our effort to apprehend and extradite Cindy back to the United States,” Everman Police Chief Craig Spencer said during a news conference Monday. “Teams are already working with the U.S. Marshals office on that effort.”

“Over the past six months our investigative teams have worked relentlessly on this case,” Spencer continued. “They have been truly dedicated in the searches for Noel and justice. I could not be more proud of the work that this team has put into this case.”

Spencer said investigators are still conducting ground searches and tracking down new leads.

Police said Rodriguez-Singh has an extensive criminal history and has been investigated previously.
