The chief of the Rochester Police Department says his officers acted appropriately and followed policy when they handcuffed a 10-year-old girl during a traffic stop. 

The chief promised an internal review after a video posted by the child's mother went viral. 

Police say the child was in a car that was pulled over for alleged traffic violations last weekend on 104. 

Several people in the car were charged and the 10-year-old was handcuffed and released. 

Family and friends of the child have organized protest gatherings against the RPD.

In his statement, Chief La’Ron Singletary said in part:

"...I can say in the affirmative that none of the police officers or supervisors involved violated any policy or procedure of the Rochester Police Department. As Chief, it is my job to review the facts of every case through an objective lens and render a decision based on those facts. I have done that in this case."
