The New York State Liquor Authority has launched an investigation into the Schramrocks bar brawl, and it’s not the first time it’s looked into the man who manages the pub.

A massive fight broke out inside the restaurant and bar early Sunday morning. According to police, it spilled outside, creating a scene that police and other first responders describe as chaotic and intense. Three people were stabbed during the melee.

The brawl happened just a few days after the New York State Liquor Authority slapped the owners of the liquor license at Schramrocks with a $10,000 fine for what’s called “availing.” 

Documents provided by the State Liquor Authority identify Edward and Deborah Schram as the sole owners of the license, but the Authority alleges that their son, Andrew Schram, was actually operating the business.

That is a violation.

Andrew Schram has a history with the State Liquor Authority. The report includes notice of cancellation of a liquor license previously held by the younger Schram when he operated Nathaniel's Pub on Exchange Boulevard in Rochester.

There are several citations and fines against Schram dating from 2009 to 2014.  Most are violations for serving alcohol to minors, which resulted in his revoked liquor license in 2014.

Deputies say the business also has a history of 911 calls for police. So far there have been four this year, 12 last year and 16 in 2017. 

The Monroe County Sheriff’s Office says both the owners of the establishment and the promoters are responsible for the safety of its patrons. It is now teaming up with the town, fire Marshal and State Liquor Authority on the investigation.
