ROCHESTER, N.Y. — A four year project to transform downtown's inner loop could be expanding with two more parcel proposals announced by the city.

Parcel 3 — Officials recommended that Parcel 3 be purchased by developer Home Leasing. The real estate agency would turn the lot located between Broad Street and East Avenue into an $18.5 million mixed use development with 66 apartments, a new pharmacy for Trillium Health, and additional space for commercial use.

Parcel 7 — The city's plans for Parcel 7, a triangular-shaped lot on Howell Street, is to sell it to 158 Monroe Avenue Associates. The $30.5 million development would include 101 apartments. There would also be three commercial spaces for retail and restaurants.

Officials say these projects are meant to keep people in the city well after the work day is done.

"I mean the more we can get people to stay after 5 o'clock, go to a restaurant, go to a play, go to some type of entertainment like we had this week with Jazz Fest," said Baye Muhammad, Commission of Neighborhood and Business Development. "The better for the economy. We look at Rochester really as the center of the Finger Lakes region and we will do everything we can to help promote that."

The plans for both Parcels of land will be submitted to City Council for consideration in August.

If accepted, officials hope to break ground sometime next year.

A request for a proposal on the last undeveloped lot, Parcel 6, has been submitted and proposals are due by this Friday.

These proposals follow the Strong Museum of Play's expansion plans. The museum is proposing a $105 million expansion along the Inner Loop, that would include the World Video Game Hall of Fame and what it’s calling “the world’s biggest arcade.” There would also be what the museum describes as a "Neighborhood of Play" with shops, restaurants, a hotel and 200 apartments across six buildings.
