The intersection of Judson and Second Streets in Albany has been the site of many shootings in the West Hill neighborhood over the last year — including three homicides. The most recent fatal shooting happened on Saturday.

"We've done what we're committed to doing, and we still have a homicide," said Mayor Kathy Sheehan. "We have to do something more."

More, according to Sheehan, is shutting down the intersection's corner store. On Thursday, city officials announced they were filing a nuisance complaint against Delaware Grocery. They're petitioning to the Board of Zoning Appeals to close the business at 36 Judson Street for a maximum of one year.

“When we’re interviewing suspects, when we’re interviewing victims of some of these incidents, we’re starting to see a common nexus for a lot of this violence — that we’re seeing in that area — is that particular corner store,” said Police Chief Eric Hawkins

He says they're not accusing the store of committing any crimes. City officials say they've been doing outreach with stores like this one to curb violence, but they say this corner has remained a magnet for trouble and the store owner has not worked with the city to prevent that.

"This store should be a partnership. It should be a partnership with the community and that partnership has kind of largely been one-sided," said Jahmel Robinson, the common councilman who represents this ward.

The manager inside the store on Thursday says they were aware of this complaint from the city. He also says they haven't broken any laws. Some customers and neighbors say it's not fair to blame the store for the recent violence.

"We want there to be the ability for these business owners to operate their businesses successfully," Sheehan said, "but they have to be willing to do it in a way that's safe."

The store owner will have the opportunity to appeal to this complaint before the Board of Zoning Appeals. Meanwhile, Victory Christian Church is offering a $5,000 reward for information leading to an arrest and conviction in any shooting in the city through the end of 2020.
