On the first business day with New York's Green Light Law in effect, the Rensselaer County clerk says his staff isn't properly trained to accept foreign documents.
Frank Merola, who had challenged the measure’s constitutionality only to see that challenge rejected in federal court, says just three of the 17 DMV employees in Rensselaer County were trained to give licenses to undocumented immigrants, which is now allowed in New York under the Green Light Law.

Merola's challenge was the second time a federal court has upheld the law, which was approved by state lawmakers and signed into law in June by Governor Andrew Cuomo. A separate court challenge by Erie County Clerk Mickey Kearns was rejected earlier this year. Merola, last week, said he would direct people he believes to be in the country illegally to the motor vehicle office in Albany.
The governor can remove from office any county clerk who isn't complying with the law.
