The newly released body camera footage from an incident last month that led to the arrest of Albany Police Officer Luke Deer is now causing community members and leaders to ask how the police department will move forward.

The body camera footage, which surfaced on Wednesday, shows the viewpoints of a number of officers, including Deer, who is now charged with assault and official misconduct, and the victim, Armando Sanchez.

Sanchez, Mario Gorostiza and Lee Childs — the three men involved in the initial noise complaint incident that led to Deer’s arrest — faced numerous charges but those were dropped on Wednesday.

The body camera footage from March 16 is graphic. It shows an unidentified officer approaching the door of a building and asking a man behind it to open it. He ultimately kicks the door in and drags the man outside. Later, the footage shows Officer Deer pushing Sanchez to the ground and repeatedly striking him.

Police Chief Eric Hawkins and Mayor Kathy Sheehan have both seen the video.

They said earlier this week that the violent acts do not represent the entire department.

Jahmel Robinson, the city councilman who represents the Albany neighborhood where the incident took place, said he is appalled and horrified by the footage, but is hopeful since the department is taking action to discipline some of the officers.

"We do understand that the officers went there to do a job, however in the midst of them doing that job, they did misuse and abuse their power,” Robinson said. “We have to get away from the narrative of vilifying the victims of police brutality and vindicating officers."

Two other officers are on administrative leave.

The department said it is trying to be as transparent as possible.
