CABARRUS COUNTY, N.C. -- Only about half of children aged 3 to 5 are read to daily by a family member according to the National Educational Association.
That's why the North Carolina Legislature brought Dolly Parton's Imagination Library to 98 counties in the state this year.
But some counties, like Cabarrus, are having trouble getting families to participate.
If the county can't get 7,500 children signed up by June 30, they say the money will go back to the state.
"If you start when a baby is born, you have a library of 60 books by the time they start kindergarten, which is pretty awesome I think," said Ann Benfield, Cabarrus Partnership for Children.
