New York state has been named one of 10 “core states” in the U.S. Department of Labor’s National Expansion of Employment Opportunities Network (NEON) initiative. It's a program designed to increase competitive integrated employment (CIE) opportunities for people with disabilities.

For individuals like Paul Himes and Hector Brito, the programs mean more than just a paycheck — they represent independence and a chance to contribute to their communities.

Himes, a member of The Arc Lexington, works two jobs: one as a custodian and another assembling care packages for homeless individuals and incarcerated populations through NYSID.

“When I put these kits together, it makes me feel really happy that I’d be supporting those who need it,” Himes said.

The money he earns also supports his dream of becoming a children’s author.

“This book that I want to work on is about a sentient yellow traffic light who feels unhappy with his job,” he explained, adding that he plans to use his earnings to publish and illustrate the story.

Brito, a member of The Arc Erie County, transitioned from working at Amazon to Austin Air, where he helps manufacture air purifiers.

“I’d like to stay busy,” Brito said. “I wasn’t happy at Amazon, so I told them, ‘Hey, I need a new job.’”

Brito credits New York’s disability employment programs for helping him succeed in his role.

“They’re very hands-on,” he said. “If I have any questions, I call… It’s a real supportive system.”

New York’s designation as a NEON core state builds on initiatives like Employment First, which aims to increase workplace equity for individuals with disabilities by providing technical assistance and mentoring to expand CIE opportunities statewide.

“These programs help me financially with rent, car payments, insurance," Brito said. "It really helps me be independent."

By fostering inclusion through initiatives like NEON, New York is setting an example for other states in creating meaningful employment opportunities for people with disabilities while building stronger communities.
