SAN ANTONIO – A Bexar County Precinct 2 deputy constable was arrested on Tuesday. He was acussed of falsifying government documents.

The Bexar County District Attorney's Office later released this statement, rejecting the charges:

“The Bexar County District Attorney’s Office is rejecting the aggravated perjury charge against Leonicio Moreno at this time for further investigation. Rejecting a case for further investigation is not a comment on the merits of the allegations, only that the evidence at this date is insufficient to present to a grand jury. The charge may be refiled when supporting evidence is more fully developed.”

Constable Leonicio B. Moreno was arrested on a third-degree felony charge of aggravated perjury in the 9200 block of Guilbeau Road by Precinct 2 deputies.

The incident was pursued by Constable Michelle Barrientes-Vela. Both officers are running for the same elected office.

According to a press conference with Barrientes-Vela, Moreno was arrested because he reported several false law enforcement courses to gain a pay increase. He also reportedly logged training hours for another lieutenant who is part of the precinct.

Moreno was later demoted to a lieutenant position. Both Moreno and the other lieutenant were terminated following the information of falsified documents.

Barrientes-Vela claimed both deputies made threats during a hearing. Moreno has also accused her of sexual assault and hazing.

She was the first Hispanic female constable in Precinct 2. Barrientes-Vela expressed several claims of discrimination during her term, including the handling of the charges above.
