HOUSTON — Three Houston-area clinics have been ordered to close under a temporary restraining order filed by Attorney General Ken Paxton’s office.

The clinics include Clinica Waller Latinoamericana in Waller, Clinica Latinoamericana Telge in Cypress and Latinoamericana Medical Clinic in Spring.

Paxton accused 48-year-old Maria Margarita Rojas of illegally operating the clinics and alleged she provided illegal abortions. Rojas was arrested Monday in Waller County and was charged with two counts of performing an abortion and two counts of practicing medicine without a license.

Jose Manuel Cendan Ley, 29, was arrested on similar charges, and 54-year-old nurse practitioner Rubildo Labanino Matos was arrested on March 8 in connection to the investigation, Paxton said Tuesday.

“This is a critical win in our fight to uphold Texas law, protect the unborn, and protect all Texans from dangerous clinics practicing medicine without a license. Rojas and her network of illegal clinics operated with blatant disregard for the law, putting people’s lives at risk,” Paxton said in a press release. “I will continue to pursue justice against those who seek to endanger Texans and violate the sanctity of life in Texas.”

Judge Gary W. Chaney in the 506th Judicial District Court in Waller County granted the temporary restraining order. A temporary injunction hearing is scheduled for March 27.

Abortion is illegal in Texas, and the state has some of the most restrictive abortion laws in the U.S. But abortion rights advocates and medical providers say the law is unclear when it comes to medical exceptions, such as in cases where the pregnant individual’s life is in danger.
