A police officer shot in the line of duty last fall, who lost his partner that day, was among dozens promoted by the NYPD on Friday.
"It's been a very happy day, but it's also been a very, like you said, bittersweet day," Lieutenant Emmanuel Kwo said.
Kwo was made lieutenant during the ceremony at Police Headquarters after nine years on the force.
In November, Kwo was shot in the leg by Manuel Rosales, 35, after responding to a 911 call.
Rosales also shot and killed Kwo's partner, Sergeant Paul Tuozzolo. He was promoted to Sergeant Special-Assignment immediately after his death.
"My family has grown, and it is important for my healing that I am with our men and women in blue, and it is important for their healing as well," said Lisa Tuozzolo, Paul Tuozzolo's widow.
"Having Lisa here with me, to go through this, has made things a lot easier," Kwo said. "Because of the sacrifice of her husband, my friend, my mentor, I'm able to be a lieutenant today."
A total of 31 officers were promoted to lieutenant; 104 were moved up to detective.
