STATEWIDE — A Texas Congressman is under review by a House Ethics panel over an amendment he offered that would have benefited automotive dealers.

The House Ethics Committee says there's "substantial reason to believe" Congressman Roger Williams was acting in his own financial interest when he proposed the amendment last year.

Williams owns a North Texas auto dealership.

The amendment to a transportation bill would have allowed auto dealers to rent out vehicles... even if they were subject to a recall.

During the review, the ethics committee will decide whether Williams' actions may have violated House rules, causing a conflict of interest.

Congressman Williams has denied doing anything wrong.
