A suspect wanted in the killing of an Irondequoit family last year is now in custody after U.S. Marshals announced Wednesday that Luis Francisco Soriano, 31, was arrested in the Dominican Republic.

According to Irondequoit police, Fraime Ubaldo, 30, Marangely Moreno-Santiago, 26, and their two small children, Evangeline Ubaldo-Moreno, 4, and Sebastian Ubaldo-Moreno, 2, were all tortured, killed and left in the basement of their home on Knapp Avenue.  

Police say Luis Francisco and his brother, Julio Cesar Pimentel Soriano, tried to cover up the crime by setting fire to the house. His brother was arrested shortly after the August 2024 killings and has pleaded not guilty. 

Officials say Francisco was working at a hotel call center in Punta Cana, Dominican Republic, when he was surprised by United States Marshals Wednesday morning and taken into custody.

“Probably the worst thing I've seen in 32 years," Irondequoit Police Chief Scott Peters said of the case.

The quiet neighborhood in Irondequoit is still reeling from the trauma of losing a family nearly 10 months ago. But news of the arrest of Soriano, aka Jefry Yevo, is easing the minds of some.

“This arrest obviously, hopefully, gives some sort of closure," Peters said.

Neighbors say they are happy to hear of the capture but remain fearful to speak on the record. Peters doesn’t blame them.

“I mean, just look at the nature of this crime," he said. "It's adults do what adults do. But when children are involved, that's where people really have no regard for any other human life. So, that's really the way you should look at it."

“About a week ago, investigators assigned to the case from the ATF task force, the Marshals, the sheriffs and the PD came up with some very solid information on his whereabouts," U.S. Marshal Charles Salina said.

In a massive team effort, the U.S. Marshals working with the ATF task force and the Marshals in Puerto Rico, were able to apprehend Soriano without incident.

“When we get a case like this, it, it goes to the top of the pile, and we do whatever we can to try to locate him just for the nature of the crime that he committed," Salina said.

Since the crime occurred, it’s a case that took top priority for crime fighting agencies.

“The ATF task force, all of us work together fighting violent crime. And this is a terrible crime that was committed. We all work together nonstop. We work with the Marshal Service. We work with the Irondequoit police, work with all the local and federal agencies here.”

“It's rewarding, especially in a case like this where it was such a horrific crime that when we got the phone call yesterday morning, it was like, thank God," Salina said. "Our prayers are with the family members of this poor family. And we were all elated that at least the individual is in custody.”

Extradition proceedings are expected to get underway to bring Soriano back to Monroe County. He is currently in the custody of the Dominican authorities pending those proceedings.
