ROCHESTER, N.Y. — A reward is being offered for information on the person police say was seen hitting a man in a wheelchair with a bike lock.

According to investigators, a man on a bicycle was caught on surveillance video riding down Monroe Avenue before he's seen striking the victim.

Police say the man who was hit suffered head injuries.
