Rochester city officials are addressing renters' issues in the city by proposing three new legislative items.

That includes a vacant building registry.

Also proposed is a "landlord-tenant bill of rights" that will spell out rights and responsibilities of both sides.

Lastly, they propose an increase in fines for code infractions.

The Rochester City Council will consider these proposals on May 23.
