The Newburgh City Council unanimously approved the proposed 2025 budget on Monday night.
The spending plan includes a property tax rate cut for the sixth consecutive year. It also features more than $140 million for infrastructure projects, which includes funding for the Newburgh Landing's Final Design Phase, and a 28% increase in pay for police sergeants and lieutenants while implementing a full year of the Empress EMS contract.
The new budget takes effect Jan. 1.
