Kingston Mayor Steve Noble unveiled his proposed budget for 2025 on Friday.

His proposal comes with an 8.9% property tax increase.

Noble says this is the first time it has been necessary to raise taxes above the tax cap in nine years.

He says this increase would help with infrastructure investments, maintaining city services and to help with the operation of the city's ambulance service.

Noble also says his proposal includes no layoffs.

"After much consideration, the 2025 Recommended Budget reflects a restrained, responsible approach to the City’s finances," Noble said in a letter to Andrea Shaut, Kingston's Council president. "This budget will deliver on our promise of providing excellent City services, including now operating ambulance service and EMS care to our residents when private companies left us stranded and vulnerable, and investing in the people who stepped up and worked hard to deliver those services to the community, while keeping costs down to prevent overburdening our taxpayers."

This proposal will now be deliberated on by the Common Council.
