An arrest has been made in relation to the death of one and recovery of another victim, following a shooting last month at Knox Village Apartments in the town of New Windsor.

The Town of New Windsor Police Department says they arrested 47-year-old Carlos A. Rivera of the city of Newburgh on Friday, in connection to the murder of 21-year-old Chelsea Debidin.

“The arrest of this coward is a result of our ongoing investigation into this shooting that has not stopped since the day it occurred ... Chelsea has been in all our thoughts and prayers and I hope this arrest helps bring some closure to her amazing family,” said New Windsor Police Chief Robert L. Doss in a press release.

Rivera was charged with second-degree murder and second-degree attempted murder. The department also says he was arraigned and sent to Orange County jail on no bail. Rivera is scheduled back in New Windsor Town Court on November 14.

Previously reported was the police responded to the complex on Blooming Grave Turnpike around midnight on September 21. Upon arrival, officers found the two victims with Debidin pronounced dead at the scene.

The other victim was a 20-year-old man who was taken to a nearby hospital with non-life threatening injuries. At that time, police said the suspects fled the scene before help arrived.

“This tragic shooting has taken a young life from us far too soon, and it not only affects the family of the victim, but it impacts our community as a whole,” Chief Robert Doss said in a statement on September 22. “We are committed to catching those responsible for this heinous crime and bringing them to justice.”
