As state hospitalizations reach their lowest levels since March, Governor Andrew Cuomo is praising the state's slow reopening process.
He says it has turned out for the best that New York took its time reopening.
States that reopened quickly are now shutting back down because of sharp spikes in COVID-19 cases.
He says New York's continued success is contingent on the rest of the country.
Cuomo did address the growing number cases among those in their 20s who are testing positive over the last two weeks.
"You have the right to party. ...and if it doesn't kill you, you can bring it home and give it to someone inadvertently and it can kill them," said Cuomo.
The state is launching a new video ad campaign called 'Be Smart.'
It targets young people by communicating facts and myths about the virus to let them know they are not invincible, and that they too need to wear a mask and socially distance.
