The nine puppies and five adult shih tzus rescued from horrible conditions in the Town of Florida on Wednesday morning received their first baths later in the day. The dogs are being treated and recovering at the Montgomery County SPCA, while their owner has been charged with animal neglect.

Following an anonymous tip, troopers launched an investigation into the living conditions of the animals. It was found they inhabited an abandoned building in the town of Florida, in a home with no heating, and officials remain unsure when the dogs last ate.

We are told this is a case of animal cruelty and neglect.

All 14 dogs were surrendered to the SPCA by the owner, 46-year-old Elizabeth Dolder of Duanesburg, who was charged with 14 counts of failing to provide proper sustenance.

With the number of puppies found, officials believe they could have found a breeding operation. The SPCA says these abuse cases happen far too often, but they’re lucky they were able to find and save the dogs.

"It’s emotional because we see, that because of us being able to help them out, this is the life they can now have. A better life and going to a good home, a loving home,” said Jan Zumbolo, president of the Montgomery County SPCA.

The SPCA says the dogs will soon be accepting applications for adoption, but they are currently focusing on just getting them healthy and comfortable. Dolder is due in Florida Town Court at 6 p.m. on November 21.
