Sunday marked one year since the deadly limousine crash upstate that killed 20 people. Now, Sen. Charles Schumer is laying out the details of legislation to increase limo safety. 

The plan would enact limo safety belt standards, seat system standards and rigorous inspections disclosures.

It would also demand safety standards for altering used limos and mandate any altered vehicle meets federal safety standards.

"Finally, a week ago, they came out with regulations to fill the black hole of regulation which didn't exist."

Investigators say 17 passengers were inside a limo when the driver ran through a stop sign and landed in a shallow ditch in Schohaire, New York.

All 17 died, as well as the driver and two pedestrians.

The limo company's operator was charged with criminally negligent homicide.
