The sponsors of the New York Health Act--Bronx Senator Gustavo Rivera and Manhattan Assemblymember Richard Gottfried--are championing a long awaited RAND Corporation analysis of their proposal that found it would indeed reduce health care costs over time.

It would also increase spending on care, shifting dollars from administrative or insurance company costs. And the big question of how to pay for the program remains.
