What started as New York State Police putting out a safety message for a man who they believed to be armed with multiple guns turned into an evacuation of North Tonawanda City Hall and calling in two bomb squads.

The vehicle was located at NT City Hall around 3:30 p.m. Tuesday.

The man they were looking for, Timothy Payne, was found inside City Hall.

The NT mayor says Payne had been speaking with him about getting more involved in the community and had been there Monday too.

Payne admitted to having firearms inside his vehicle.

Inside, police found a loaded pistol, two loaded military style rifles and about 400 rounds of ammunition.

Authorities also found what looked to be an explosive device.

The Erie County Bomb Squad along with the Niagara Falls Air Reserve Station Army Bomb Disposal Unit responded and cleared the vehicle. It is still unknown if it was an active explosive device.

No explosives were found in City Hall; Payne never threatened anyone, and no one was hurt.

The mayor says the suspect did not resist arrest and was taken to the hospital for evaluation.

Police say they confronted the man and did everything they could to make sure the building was safe.

Payne is from North Carolina, but has ties to North Tonawanda.

Authorities say he will be charged with criminal possession of a weapon, and further charges are pending an investigation.
