New York Gov. Kathy Hochul has signed legislation into law that will require at least an annual inspection of any vessel operated on privately or publicly owned underground non-navigable waterways in response to an incident last year when a boat traveling through relatively shallow waters capsized during the Lockport Cave and Underground Tour.
It ensures the Cave Tour and any other that may be like it are under the purview of the Office of Parks, Recreation and Historic Preservation.
Last June, a tour boat overturned while going through the Lockport Caves in western New York. Several people were injured and one person died. When it happened, it made lawmakers aware that state inspections were irregular, and who was responsible for those inspections was unclear.
Inspections under the new law will be done by marine inspectors of the Office of Parks, Recreation and Historic Preservation.
