An investigation is underway in the city of Buffalo after police say a man was shot and killed by officers Saturday morning. It happened on Reed Street which is in East Buffalo.

Buffalo Police Commissioner Joseph Gramaglia says officers received a call about a man in the street with a gun who "may shoot" anyone who pulls up on scene. He says when officers arrived on Reed Street, they found a man with a 12-gauge shotgun who then fired a single shot.

Police have since identified the man as Edward Holmes.

"My dad was a loving, caring person," Lakia Holmes, Holmes’ daughter, said. "You all just took one of our anchors because you failed to use tactics to disable people instead of to kill them."

That's when he says two officers returned fire, hitting the man. The officers administered first aid and called emergency services. The Buffalo Fire Department arrived and rendered aid, but the man was pronounced dead at the scene.

Family members say Holmes' cousin was Aaron Salter, the former police officer who lost his life trying to protect people during the 5/14 mass shooting, which only leaves them questioning this incident.

"The story that I'm getting is that he calls the police for help and to be killed by the police. Like is that okay? That's not okay," Lakia said. "For you all to let someone who killed multiple people in a supermarket walk out with his life and somebody fire a round in the air and ya’ll gunned them down. It don't make sense. Because it wasn't because he's a Black man. If he was white, would it be any different?"

The two officers have been placed on administrative leave.

"I'm not picking on and she's not picking on and our family's not picking on law enforcement, because the ones that's in our family that are affiliated or are in position. Now, their morals and their character is to uphold the law," Jennifer Salter, Holmes' sister, said.

"In an effort to be as transparent as possible, I wanted to hold this press conference very early...I want them to know what we know at this point to the best that we can share, as much as we can share," Commissioner Gramaglia said. "I will release body camera video. We'll start working on that next week, so it takes a little bit of time to get that prepared, and there's more investigating that has to be done."

Police say the number used to call police belonged to the man who was killed. They are investigating if he was the person who called.

“We want every detail, but down to the last breath that he took. This is not something that they're going to get swept under the rug," Lakia said.

As standard procedure, the New York State attorney general's office is investigating the incident.
