More than 400,000 rapid test kits for COVID-19 are making their way across New York State on Monday. 

Many of which are expected to go to Allegany and Cattaraugus counties. 

There has been a focus on clusters of COVID-19 downstate in what officials are calling red zones. Despite the fact no new clusters have been found in Western New York, Gov. Andrew Cuomo says that is bad news because they don't know where the cases are stemming from. 

Cuomo says it could be due to a lack of compliance in the area, which makes cases more difficult to track. 

Most recently, Western New York was at a 1.4 percent positive rate for the virus.
