The Binghamton City Council has passed its police reform plan.
This comes ahead of the April 1 deadline set by Governor Andrew Cuomo's police reform executive order that required cities across the state to adopt a plan or risk losing funding.
The plan passed Monday night during a public meeting with a vote of 5-2.
It includes seven goals which aim to increase transparency and diversity among police.
However, some members of the public expressed frustration with the plan and with the process.
"We cannot continue to represent the community and not hear the community," said Democratic Councilor Angela Riley. "We cannot continue to move forward with legislation at the last minute that we do not review nor amend."
Binghamton Mayor Rich David said he will immediately submit the plan to the state.
