A 60-year-old man has been killed in the city of Hornell.

Police were called to Elm Street Monday morning, for reports of a man with a neck injury. When they arrived, they found Jay Sprague dead.

Sprague lived in an Arc facility. The Arc of Steuben offers residential homes for people with intellectual and developmental disabilities.

After questioning workers, officers charged Alan Schultheis with murder in the second degree.

They say this has been a difficult day for the community.

"It's tough for a small community,” said Hornell Police Chief Theodore Murray. “We don't get many situations like this, knock on wood. Just to speak out to the family of the victim, it's a very difficult thing for them."

There is no word yet on what led up to Sprague's death.

Schultheis is being held without bail.
