Gov. Cooper toured several repaired homes Monday to get a firsthand look at post storm progress.
The governor is encouraging families to apply for the Community Development Block Grant even if they've been previously denied by FEMA.
He says the state received more than $230 million in federal grants, but almost half of the applicants haven't completed the application process.
"There's a lot of federal red tape for lack of a better word that you have to go through to get reimbursement," Governor Cooper said. "But we've got people on the ground who are helping and we encourage people to do it."
