The beginning of the video shows Kyron Hinton standing in the middle of the road between Raleigh Boulevard and Yonkers Road.
When law enforcement arrive, Hinton continually screams inaudible words while the officer stands there. He's the only one with Hinton for about three minutes until other law enforcement arrives.
Then about a minute and a half later, the video appears to show a K9 officer shouting at Hinton to get on the ground or he'll be bitten.
Moments later the K9 and Hinton make contact, and it appears Hinton is hit in the back of the head.
Other audio from the videos include law enforcement telling others to hit Hinton in the head with a flashlight.
Parts of the video were blurred out due to accidental nudity.
The NC NAACP spoke out about the release of the video: "A broken eye socket and nose. Twenty-one dog bites, and several cuts on his skull. The video speaks for itself. It is what lawyers call best evidence," said the organization president Portia Rochelle.
Hinton was originally charged with three misdemeanors that were later dropped and instead three law enforcement officers were indicted on charges of assault.
Those included Wake County Deputy Cameron Broadwell and State Troopers Michael Blake and Tabitha Davis.
