The developer purchased the land from Halpern Enterprises. The land previously caused controversy, but neighbors said they are optimistic.
"My initial reaction is that it sounded promising that the developer is talking about something that will be pedestrian friendly," Roger Rollman said.
He said it is important neighbors are involved in the planning.
"I think that the homeowners association would like very much to be able to collaborate with the developer and with the city as this whole process goes forward so that whatever is put there everyone feels good about it," Rollman said.
Carroll Companies said there are no plans yet for the development, but that it plans to work with an urban planner and neighbors.
Neighbors say they know what they do and do not want to come from the development.
"Ideally, I would like to see residential because we would prefer not to see retail pass over Hobbs Road," Robert Gretton said.
Neighbors said traffic has been a concern.
There is no timetable for the project.
