Los Angeles Mayor Karen Bass gave her State of the City address Monday from City Hall, acknowledging LA's $1 billion budget shortfall and announcing layoffs of about 1,650 city workers.

But Bass was hopeful, celebrating the speed of fire recovery efforts and a double-digit decrease in homicides and shootings.
