DAYTON — Dayton City Manager Shelley Dickstein announced the appointment for the new acting director of the Department of Water.
Keshia L. Kinney assumed the responsibilities on May 12 and has more than two decades of experience in water supply, treatment and environmental health. She has worked for Dayton since 2005 in several roles within the Division of Water Supply & Treatment.
“Keshia Kinney has demonstrated outstanding leadership, technical knowledge, and a deep commitment to public health and environmental stewardship throughout her career,” said Dickstein. “We are confident in her ability to lead the Department of Water during this important transition.”
Recently, Kinney served as division manager where she ensured regulatory compliance with the Ohio Environmental Protection Agency, managed a $34 million annual budget and oversaw 120 employees.
She also helped manage two 96 million-gallon-per-day lime softening water treatment plants, a 150-ton lime reclamationfacility, and two major well fields consisting of over 300 production and monitoring wells.
Kinney has a B.S. in Environmental Health Sciences and an M.S. in Pharmacology and Toxicology from Wright State University. She received an Ohio EPA Class IV Water Supply and Treatment certification in 2020.
She will assume the role of director in July, succeeding Mike Powell.
