MANCHESTER, Mo. – Manchester's Board of Aldermen will soon vote on making interim Police Chief Ed Skaggs the permanent police chief. 

Skaggs became acting police chief when former Police Chief Scott Will was put on administrative leave in July for a closed investigation that led to his resignment in August.

Will and the city agreed to a non-disparagement clause, which resulted in the city agreeing to pay Will his salary and accrued vacation leave through the end of August. 

While the city staff was silent on the details of the closed investigation, they confirmed it didn’t include improper and potentially illegal background searches in a law enforcement database. 

If the vote passes, Skaggs will be appointed as the police chief, earning a salary exceeding $130,000.
