ST. LOUIS COUNTY, Mo.—The City of Manchester announced Monday that Scott Will, who had been on administrative leave since early July due to an ongoing investigation, will resign effective Aug. 31.

The city has agreed to pay Will his salary and accrued vacation leave through the end of August.

Both parties have agreed to a non-disparagement clause.

City officials have said little about what prompted the personnel investigation that led them to put Will on leave last month, other than to say it did not involve improper and potentially illegal background searches in a law enforcement database, an issue which has embroiled the police department in neighboring Ballwin.

The result of the city’s investigation will remain closed under state law, a city statement said Monday.

Will came to Manchester from Maryland Heights, where he rose to the position of captain.

Manchester named Lt. Ed Skaggs as the department’s Acting Chief when Will went on leave. A search for a permanent chief is underway.
