In a coordinated effort led by a directive by Hawaii County Mayor Mitch Roth, the Hawaii County Department of Parks and Recreation, Hawaii Police Department, Office of Housing and Community Development, and various state agencies and nongovernment service providers enforced “comprehensive park rules” at Honl’s Beach in Kailua-Kona on Tuesday, according to a county news release.

The goal was to address safety concerns by residents and visitors and guarantee compliance with the park’s rules within the grounds.

Over the past month, multiple beachgoers cited harassment or attacks by illegal campers in the area resulting in the need for increased police presence.

Tuesday’s enforcement effort resulted in two individuals refusing assistance and one other accepting housing opportunities. All three vacated the area.

“It is unacceptable for our residents and visitors to feel unsafe in our parks,” stated Mayor Roth in the release. “As leaders, we have the responsibility to ensure that our beautiful public spaces can be enjoyed by all without fear. We have committed to that and will continue to enforce rules whenever necessary to protect the safety and wellbeing of all our residents, not just a select few.”

The county secured storage in a facility for the individuals’ personal property after being inventoried. They will easily be able to retrieve their belongings within a 30-day period.

Prior to the enforcement effort, the Office of Housing and Community Development had been actively engaging with individuals in the area to provide support and connecting them to resources.
