Honolulu Mayor Rick Blangiardi has appointed Edward “Ted” Hayden to fill the role of deputy director for the city’s Department of Parks and Recreation starting Monday.
Hayden has over a decade of experience in program management and community services, bringing expertise in program development, leadership and external relations to his new position.
According to a news release, Hayden has an extensive background in mental health services, child and adolescent programs and community outreach, and has served in leadership capacities, most recently as the Senior Program Director for Intensive Support Services and Maui Programs at Parents and Children Together. His proven experience with program administration, partnership building and community advocacy will be invaluable to DPR, the department said.
“Edward Hayden is an exceptional leader with a deep understanding of community needs and a passion for public service,” said Blangiardi in the release. “His extensive experience in managing complex programs and fostering collaboration makes him the ideal choice to help guide our Department of Parks and Recreation. I’m confident he will be a tremendous asset to our city as we work to enhance our parks and recreational programs for all residents.”
Hayden will be working closely with DPR Director Laura H. Thielen, overseeing the management and development of Oahu’s park system and ensuring the city’s green spaces are maintained and accessible to residents and visitors. He will also play a crucial role in developing programming offered in city parks and gardens.

Hayden holds a master’s degree in Mental Health Counseling from Webster University in Geneva and a bachelor’s degree in Sociology from the University of Hawaii at Manoa. He also has previous professional experience advising and teaching teens abroad and was an officer with the Honolulu Police Department.
