HONOLULU — The Department of Parks and Recreation released new rules to govern Oahu’s shore water events, like surfing and bodysurfing contests, canoe regattas and swim races.
DPR released the new rules Wednesday, which can be viewed here.
According to a DPR news release, the final rules considered the public’s ability to access the ocean, creating equitable use of public resources for permitted events, broadening the types of events permitted and the user group they serve, and improving DPR’s ability to manage these events.
In order to make surfing events more equitable, applicants will be ranked on whether they include bodyboarding, bodysurfing or stand-up paddle surfing, and not just surfing; whether they create opportunities for young surfers and kupuna, and not just adult surfers in their prime athletic years; whether they include amateur participants, and not just professional surfers; whether they include people with disabilities; and whether they create opportunities for female and non-binary surfers.
DPR crafted the rules after conducting public outreach events, including a survey, meetings with contest organizers, and a public hearing on Oct. 20, 2023.

The first deadline for a North Shore Surf Event held from Jan. 2024 to May 2027 is due by 4 p.m. on Jan. 31, 2024, and must be submitted to the DPR Permits Office on the first floor of the Frank Fasi Municipal Building on 650 South King St. in Honolulu.
