As the International Joint Commission readies the first of two reports about spring 2017 flooding along Lake Ontario, and what role, if any, that Plan 2014 had in them, an outspoken critic of the water regulation plan is no longer on the International Lake Ontario-St. Lawrence River Board.

Frank Sciremammano was prominently featured in our Troubled Waters documentary which aired in April. He spent more than 23 years on that board, which works within the plan's framework to monitor outflow from the lake, and informs the public about water levels and flow regulation.

At the end of May, the IJC did not re-appoint Sciremammano to the board. The IJC stated to Spectrum News that Sciremammano was outspoken in the past about other plans and ideas, and it was simply time for someone new. In his place, the IJC appointed Dr. Diane Kuehn, a professor at SUNY-ESF in Syracuse.

More than a year after the water began backing off, many Lake Ontario property owners continue to blame the IJC and Plan 2014. IJC spokesman Frank Bevaqua said that the first report, due out in a couple weeks, reviews the events of 2017, examining the water supplies and outflows during those critical months. Another report examining the extent of the damage from those floods is due out in the fall.
