BUFFALO, N.Y. -- Gov. Andrew Cuomo rolled up Tuesday in an Uber, then talked state budget at the Reverend Dr. Bennett Smith Senior Family Life Center on Michigan Avenue in Buffalo.

Ride-hailing in upstate cities was a major highlight, as was free college tuition for families that make less than $125,000 a year.

The budget also includes what's being called the Buffalo Billion phase 2; a $500 million investment in several projects, including revitalization of the city's east side.

Cuomo says the budget also doubles the child care tax credit, increases education funding and includes more money to fight the growing heroin epidemic.
