The spending plan calls for a three quarters of a cent tax increase to fund universal pre-kindergarten for 600 children.
All the Republicans voted against the budget because of the tax hike.
Vice Chairman Jim Puckett believes elected officials should find a way to pay for the program, not taxpayers.
Commissioners also voted to transfer nearly $7 million in lapsed salaries to fund the county's teacher pay supplement.
With both city and county tax increases combined, homeowners can expect to pay an additional $43.75/year in property taxes on a Charlotte home valued at $250,000. This doesn't include any service fee increases.
