HOUSTON -- It's nearly impossible to track how Texas leaders have spent $11 billion in federal aid for Hurricane Harvey relief.
Disaster Recovery Experts said that is because state records do not specify whether contracts are storm-related. Federal agencies, however, have databases for such spending that are public and frequently updated.
Experts worry the lack of transparency could slow down recover and encourage fraud. There's also concern that the state could miss an opportunity to reduce the risks of the next major storm.
