SAN ANTONIO -- If you look at the record-setting $2.9 billion city budget as a whole, monies are broken down into three different groups:
- $1.27 billion in General Fund
- $937 million in Restricted Funds
- $715 million in the Capital Budget
The $1.27 billion in the General Fund pays for basic city services like police, fire, streets, parks and libraries. The fund for police, park police and fire uses a majority of the $1.27 billion. Public safety costs the city $820 million, or about 64 percent of the General Fund budget.
Around $113 million of the annual General Fund helps pay for more streets and sidewalks, while repairing the city's older infrastructure. The remaining $290 million funds all city departments, like animal care, code enforcement, city attorney, city manager, historic preservation and 311 customer service to name a few.
The $937 million in Restricted Funds is distributed as follows:
- $131 million for the Solid Waste Enterprise Fund
- $111 million for the Airport Enterprise Fund
- $37 million for the Development Services Fund
- $24 million for the Employee Compensation Fund
Other monies from Restricted Funds will go to Stormwater Operations, the Office of Sustainability, and City Employee Healthcare.
For the proposed 2020 city budget, the Capital Improvements Budget will set aside $279 million out of $715 million for much needed road improvements. Additionally, $116 million is earmarked for park upgrades and $106 million is reserved for city facilities. In the fight against flooding, city planners added $84 million for new drainage.
