BEXAR COUNTY — The Texas Commission on Jail Standards has released a report on the Bexar County Jail detailing deaths and escapes.

  • Lack of timely checks on suicidal inmates
  • Lapse in security
  • Inmates escape

The newly released report lists nine reasons why the jail failed its annual inspection. Some of the more critical findings include civilian employees supervising secure areas instead of deputies.

The report also says there is a lack of timely checks on suicidal inmates. In the same area, the state discovered not all jailers were certified in suicide prevention.

Logs show jailers did not check on every inmate every 60 minutes as mandated. That lapse in security may have contributed to inmates escaping.

Sheriff Javier Salazar knew about the failing score almost two weeks ago. But early Monday morning, the fifth inmate in one year escaped from his custody. Salazar says his jailers did not follow new security rules put in place immediately after the report was released.

"Our deputies’ negligence will be handled appropriately I can assure you of that," said Sheriff Salazar.

Jail officials said the Sheriff's Office is expected to send a corrective plan of action to the state this week. The jail has one year to fix all the problems outlined in the report.
