AUSTIN, Texas -- TXDot put on a display to raise awareness about the effectiveness of seat belts at the State Capitol on Tuesday with 929 so-called "ghost shoes".

The shoes represented lives lost on Texas roads last year, lives that may have been saved if the people had used a seat belt.

David and Wendy Mills lost their daughter Kailee in a crash last Halloween.

"She was the only one at that time not wearing her seat belt and all the other kids in the car survived with very little injury and we know that our daughter would still be here today if she had been wearing her seatbelt,” said David Mills.

From May 21 to June 3, Texas law enforcement officers will take part in the annual “Click It or Ticket” campaign. Officers will be looking to ticket unbelted drivers and passengers.
