San Antonio's skyline is about to change.

An excited City Council agreed to sell three city properties so Weston Urban and Frost Bank can build downtown's first office tower since 1989, which will be Frost's new headquarters.

The plans also include 265 housing units.

"This will be the first opportunity for us to do what our framework plan says, which was to strategically dispose of city-owned properties for the purpose of housing," said Lori Houston of the City of San Antonio.

But the deal means 1,300 city employees will have to move out of their current offices.

San Antonio will make $51 million from the sale of its properties. They'll use the cash to buy the old Frost Tower, which will become the city's new offices.

"The City of San Antonio's professional staff is spread out among about 11 buildings, and this will allow us to consolidate all of our operations into five buildings that the city actually owns, and also save us $3.8 million annually in lease payments, because we'll own our own buildings," Houston said.

The city will also get a new skyscraper to change the look of downtown.
